It¡¯s not the mistake of the heating equipment itself completely that heating is costly |

March 15, 2004 was the day stopping heating. But it¡¯s not a normal year to consumer in 2003: the heating fee is changed from by past ¡°welfare¡± to by all subsidies of unit, handed over by the house-owners themselves. Facing the heating cost about 30 Yuan/m2, a lot of common people consider that the heating fee is too high, and this has brought certain pressure to their life. Recently, when talking about the problem of costly family gas fuel, and electricity warmer fees, Saweily£¬the director of Sino-French Energetic Training Center of, said we could not view this question with single eye, we should consider different factors, then he explicated seven following respects. First, official personnel¡¯s factor, a country as an enterprise, must hold a set of perfect management systems. Countries in Europe have established the relative law, stipulates and standards on saving fuel and energy in buildings, such as electricity, water, gas, etc.. China heat supply system reform is just started, some stipulations are imperfect, and therefore, official personnel need to perfect the relevant regulations and supervises its execution. Second, the designer¡¯s responsibility: when designing the structure of the building, the designer should increase the area of windows toward south as much as possible, and decrease the area of outer walls and the walls needn¡¯t heating in the building, especially decrease the area of windows and door which are toward north or not down the wind. Third, factor in keeping warm of building. Warm-keeping situation of building is the key factor of heating fee. Outer wall and inside no heating wall of building should keep with the high quality warming material; doors and windows must keep with high-quality air tight material, especially the windows should use double-desk glass to reduce heat losses; in addition, keep no heating room and hot pipeline for life inside the building warm; in the course of keeping the whole wall warm, if connection in the corner is not connected very well, it will cause a big energy loss, even become mildewed in the corner; meanwhile, seal up doors and windows when installation, if any gap existing , we would not catch a well energy saving effectiveness even shield it. Forth, installation personnel's factor: after installation the warm system, installation personnel should do an overall and effective adjustment on waterpower system, combustion system, control machine etc.. Do an overall equilibrium to the system, making the end of advice, near or far from the stove; produce the same energy, to prevent the phenomenon of too hot or too cold in the room. Before running the system, do cleaning the derelict scrap, dust, to decrease the harm to the system. Fifth, factor in installation and adjustment: the installation of intellect machine could decrease the fee effectively. For instance: sensor of temp outsider could control start and stop to the stove, according to the temp of insider and outsider. Installation of this advice will do energy saving about 14%; the installation of temp environment controller of insider could prevent the phenomenon of too high in temp, and saving usage fee about 12%. Sixth, users' factor: users' use mode is more and more important nowadays, for intellectual level goes higher and higher. When the room had been taken, user could adjust the temp according to the actual temp in different rooms. If change the positing temp from 20 ¡æinto 19¡æ, 6%-8% energy could be saved, changed to 17¡æ, more 5% could be saved too. If the room is empty, we could adjust the temp to more lowly. If the room will be empty for a long time, we could adjust it to the lowest temp of protection, with only little money to pay. Seventh, necessity in maintenance: heating system is a grouping of several links. Like the automobile, if any part goes wrong, it will influence the normal running of the whole system. The system should be taking an overall and thorough maintenance every year. In Europe, user must maintain the stove once a year at least and pay the fee of maintains, otherwise, this user will loss the protection of insurance company. It is the responsibility and striving direction of the whole society to reduce the heating expenses effectively, for doing this, each link need to cooperate together effectively.
